Tomorrow’s Outrage, Today: Puerto Rico’s Primary Shuffle

In this campaign, there’s often a piece of news or information that despite being available for a while sits dormant until everyone decides to get outraged about it. Then, everyone discusses how terrible it is for a few days (or weeks) until the desperate search for something begins and then the cycle repeats itself. So, I offer you a possible topic of future outrage: Puerto Rico’s primary shuffle.
On March 6, Puerto Rico’s Democratic party announced that they would be changing their originally scheduled June 6 caucus to a primary scheduled for June 7. Read more

I wrote the following back in October regarding the plan of Howard Dean and the DNC to absolutely bar delegates from Florida and Michigan instead of merely punishing them as Republicans have done:
There’s a lot trends that are making the Democrats really confident going into this election. I’m curious, though, as to if that confidence can or will bubble over into arrogance. The sheer recklessness with which Dean is proceeding is something Republicans have rarely mentioned of late. Why? In the words of Napoleon, “Never interrupt your enemy while they are making a mistake.”

Howard Dean is going to rue the day he ignored such a moderate plan; the calendar is only going to get more complicated in coming years, not less, and none of the states cares one bit what Dean takes away from them. Particularly Michigan, where Carl Levin is out to end the dominance of Iowa and New Hampshire.
After Gov. Crist of Florida and Gov. Granholm of Michigan earlier this week sent a joint letter calling for seating of their delegates, Howard Dean and the DNC decided the time was ripe for a response.

With the upcoming wave of primaries and caucuses on February 5 (also known as Super Tuesday), I figured it would be helpful to provide an overview of these states, talk about what’s at stake and offer other useful information (delegate counts, winner take all or proportional, open or closed primary, etc..).

A few key terms…
- Open Primary: Voters, regardless of party registration, may vote in either primary.
- Semi-Open: Voters, regardless of party registration, may vote in either primary; however, they must declare which primary they’ll be voting in prior to entering the voting booth.
- Closed: Voters may only vote in the primary for the party that they are affiliated with. Independents/non-affiliated voters are not allowed to participate.
- Semi-Closed: Registered voters many only vote in the primary for the party that they are affiliated with. Independents/non-affiliated voters may participate in the primary of their choosing (in some states these people have to publicly declare which primary they’ll be participating in prior to going into the voting booth, in some states they do not).
- Winner-Take-All: Candidate with the most votes wins all the delegates for that state.
- Proportional Delegate Awarding: The breakdown for this gets a bit complicated and in most circumstances it’s really not necessary to know the specifics. All you really need to know is that the winner of the state doesn’t receive all the delegates, rather, delegates are apportioned based on percentage of vote statewide and within districts.
- Superdelegate: Delegates to nominating convention that are not determined or bound by the results of the states primary/caucus. In short, they can support whom they choose.

A crucial vote on moving the Michigan primary up to January 15 is set for tomorrow; Democratic Gov. Jennifer Granholm has said she will sign it if it passes. This has people a bit riled up in New Hampshire, needless to say.
But it’s unlikely anyone is as riled up as Joe Biden, who issued the following press release today:
Before departing Iowa after a weeklong stay, Senator Joe Biden today issued the following statement regarding the attempt by Michigan to circumvent the primary calendar and move its date to January 15, 2008.
“Powerful interests are trying to change the Democratic nomination for President into a game of Monopoly, replacing the retail politics of Iowa, Nevada and New Hampshire with a process in which the only credential necessary to be President is to be the wealthiest candidate.
Under the current calendar, voters can regularly meet candidates in their homes, town halls and diners. This provides an almost one on one opportunity to hold candidates accountable for their ideas and records for solving the most pressing issues facing this country. The communities of Iowa, Nevada and New Hampshire provide a diverse array of voters and a level playing field for candidates to compete in, as a lead up to the larger states which will decide who the next Democratic nominee will be for President.
I call upon all of my fellow Democratic candidates to reaffirm their support for the retail role Iowa, Nevada and New Hampshire and publicly ask their supporters, such as Democratic Senate Leader Mark Schauer, and Governor Granholm to oppose any attempts to break the Democratic National Committee’s “calendar window” as Republicans did in Florida on behalf of Mitt Romney.”
Suffice to say Biden does not agree with Michigan Sen. Carl Levin, of whom the Concord Monitor said today: “If Sen. Carl Levin is Ahab, the New Hampshire primary is Moby Dick.” The Monitor went on: ![]()
In 1985 at a DNC rules meeting, Levin accused New Hampshire and Iowa of “holding the party hostage” to guarantee “disproportionate” influence in primary season, the Washington Post reported at the time. In 1999, he cited diversity as a problem. “For too long a time, two states who are not particularly representative of the nation have had a stranglehold on the selection of the president,” Levin said.

“New Hampshire has a wonderful slogan: ‘Live free or die.’ Politically commit to New Hampshire or die politically,” he said in May 2005 remarks before the DNC rules committee.
Citing the need to bring more racial and geographic diversity into the nominating process, the DNC ultimately approved a plan that left Iowa first, wedged Nevada’s caucus before New Hampshire’s primary and allowed South Carolina’s primary shortly thereafter. The general nominating window was to open Feb. 5.
But that plan has disintegrated as states have rushed to get ahead. Gardner said from the outset that his obligation is to state law, not to party plans. More than a dozen states have crowded to Feb. 5, nicknamed “Tsunami Tuesday.” Florida has jumped to Jan. 29.
In response, South Carolina’s Republican Party - which prides itself on being first in the South - moved up to Jan. 19. Party Chairman Katon Dawson, who made the announcement with great fanfare at New Hampshire’s State House this month, said Michigan’s move would not change his party’s plans.
The DNC plan is causing madness - Florida and now Michigan will probably risk censure if they keep their dates; if censured, Democrats will anger two likely swing states in the coming election. if not censured, no one will take the DNC threats seriously any more. In between all this, candidates like Biden are clamoring for the mere chance to have a campaign where ad dollars are not the be-all end-all.

As much as the early start to the campaign is truly annoying, it’s as much the states’ fault for scheduling everything so that the race will be over by Feb. 5 as anything. People are going to complain about the campaign starting early … and suddenly on Feb. 5 it will be over.

Two big events this weekend. Democratic candidates converge in Chicago for the YearlyKos Convention tomorrow, while Republicans have a debate Sunday morning in Des Moines.

- Obama addresses YearlyKos tomorrow, before heading to Atlanta for Women’s Awards Dinner for the SCLC. Sunday he has a fundraiser in Utah and a Town Hall Meeting in Nevada.
Bill Richardson
- Richardson campaigns all weekend in Iowa, squeezing in an appearance at YearlyKos tomorrow afternoon.
Chris Dodd
- Dodd’s wife, Jackie Clegg Dodd, will campaign tomorrow and Sunday in Nevada, while Dodd himself appears at YearlyKos tomorrow afternoon.
Dennis Kucinich
- Kucinich will also address the YearlyKos convention.
Hillary Clinton
- Clinton has a slew of fundraisers lined up this weekend in the Hamptons on Long Island. Tomorrow morning she will address the National Organization of Police Organizations and the YearlyKos Convention before heading back to Long Island.

- Dodd’s wife, Jackie Clegg Dodd, will campaign today in New Hampshire, while Dodd himself campaigns today and tomorrow in Iowa following the launch of his health care plan.
Dennis Kucinich
- Kucinich will address the Urban League today, and College Democrats tomorrow.
Hillary Clinton
- Clinton will also address the Urban League forum in St. Louis today, after holding a fundraiser this morning. Later today whe will hold an economic roundtable in West Virginia followed by a fundraiser (or proceeded, I’m not clear on the time of the fundraiser), before addressing the National Beauty Culturists’ League Convention in Fairfax, Virginia tonight. She addresses College Democrats in South Carolina tomorrow morning, before holding a large campaign even in Hilton Head.
John Edwards
- Edwards also addresses the Urban League, while Elizabeth campaigns in New Hampshire today. They both continue the push in New Hampshire the rest of the weekend.

Chris Dodd
- Dodd’s wife, Jackie Clegg Dodd, will open a technolog center in Orangeburg, SC on Sunday. Dodd will be in Iowa today, and has announced he will be in New Hampshire this weekend, but does not currently have any details up on his website.
Dennis Kucinich
- Kucinich has an AFL-CIO forum Saturday in Columbus, Ohio.
Hillary Clinton
- Clinton will also address the AFSCME forum in Des Moines tomorrow.

- Biden campaigns again in Iowa today.

- Edwards has a relatively calm weekend for him. Elizabeth Edwards has a fundraiser tonight in Oklahoma City, and John Edwards gives a speech to Louisiana democrats on Sunday night.

Candidates are back out on the trail this weekend, with a renewed focus on Nevada on the Democratic side, where Clinton really is dominating in polls so far. Most of the Democratic candidates, additionally, are addressing trial lawyers the American Association of Justice this Sunday in Chicago.

- Obama has a house party in Las Vegas today, campaigns in Iowa tomorrow, and gives a speech on violence Sunday morning in Chicago.
Bill Richardson
- Richardson is in Nevada this afternoon, and Utah tonight for that state’s Jefferson-Jackson dinner, before giving another speech late tonight in LA. He fundraises Saturday in New Mexico before going to Chicago on Sunday.
Chris Dodd
- Dodd campaigns in Nevada today, and address the state Democratic convention in Utah tomorrow, before heading to New Hampshire for two days of campaigning there.
Hillary Clinton
- Clinton is in New Hampshire campaigning with her husband today, whoever he is. She cancelled campaign events tomorrow in New Hampshire to attend funeral services for Lady Bird Johnson before travelling to Chicago on Sunday.
Joe Biden
- Biden is in Iowa today and tomorrow campaigning before heading to Chicago on Sunday.
John Edwards
- Edwards campaigns aggressively in Iowa the next two days (and by that, I mean holds a lot of community meetings - he and Romney’s pace while campaigning in Iowa is fascinating compared to anyone else in the field). He travels to Chicago on Sunday before starting his poverty tour in New Orleans on Sunday night.
John McCain
- McCain returns to the campaign trail, giving a speech on Iraq today in New Hampshire before holding a town hall meeting tomorrow morning, also in New Hampshire.
Mike Huckabee
- Huckabee campaigns all weekend in Iowa in anticipation of the straw poll now less than a month away.

- Paul is in northern California this weekend, addressing Google employees today and holding a rally tomorrow.
